An emergency-use shot comes with a right to say no. Only the President can waive that right, and only in writing. No waiver was ever signed. In 2021, the Pentagon conceded that fact in open court. In May 2025, the Department itself called the mandate unlawful as implemented. About 8,700 troops were thrown out for refusing. More than 3,000 left with less than an honorable discharge. More than two million were ordered to take a shot the Pentagon now calls unlawful.
Under oath last month, Adirim said she was fully aware of the adverse events. Walter Reed had already briefed her on heart inflammation in young troops when she issued her letter modifying the order.
